MOSCOW (Dow Jones)--Alfa Bank, Russia's largest private bank, is planning to borrow about $1 billion from western markets shortly, the bank's president, Petr Aven, said at his meeting with Prime Minister Vladimir Putin Friday. According to the transcript of the meeting, published on the government's website, Aven said that his bank has "good relations with its foreign partners, but still experiences some resistance in some countries."
