By Thomas Coyle Of DOW JONES NEWSWIRES Citi Private Bank has hired former Barclays Wealth private-investment manager Stacy Devine as an investment counselor in Chicago. She will report to Michael Persinski, head of investments of the private bank's eastern U.S. region. Devine was with the wealth management unit of London-based Barclays PLC (BCS, BARC.LN) for about 20 months, a position she came to after Barclays' took over parts of her previous employer, Lehman Brothers, in September 2008. Before Lehman, she worked at Goldman Sachs Group Inc. (GS) as a portfolio adviser. The 18-year financial-service veteran has also worked at Deutsche Bank AG (DB) and First Analysis Securities Corp. In addition to the appointments of Devine in Chicago, Citi Private Bank has made senior-level hires in Dallas, New York, San Francisco, Silicon Valley, Los Angeles, Seattle, Vancouver and Orange County, Calif. The additions are in keeping with its plan to double its private-banker count to about 260 by 2012, according to a spokesman for Citigroup Inc. (C). Citi Private Bank provides investing, risk management, lending, trust and other services to clients worth at least $25 million. It won't say how much it manages. -By Thomas Coyle, Dow Jones Newswires; 207-631-4235;
